The Foreign Comparative Testing (FCT) program’s mission is to find and Assess world class technologies to determine the possibility to fill military capability gaps, enhance military capabilities, inform requirements. Managed by the Office of the Undersecretary of War for Research and Engineering (OUSW-R&E), FCT connects mature, innovative, and cutting-edge technologies directly to military services and acquisition programs. By testing allied commercial-off-the-shelf and non-developmental items, the program helps satisfy military requirements or correct operational deficiencies while avoiding costly duplication of research and development, and while simultaneously strengthening allied nation cooperation.
